Course packs are materials pulled together from various sources that either supplement or replace the textbook. Since they can often be printed and sold at low cost, they are usually more affordable than traditional textbooks, but that doesn't mean that they are open educational resources. If your course pack is comprised of a variety of openly licensed or public domain materials into a course pack, then it is an OER and can be shared widely. 

If you plan to create a course pack of materials that are under copyright, talk to your librarian. They may be able to help you find content that is already licensed for use through the library or assist you in identifying OER alternatives. This kind of course pack should not be shared beyond the students in your class, though, since it would be subject to some copyright restrictions.
